Date spans in data import utilities

The data input utilities should set the end date as the last date on which there was valid data.

For example if you import an Hydsys file that ends on the 31 Dec, but there is only data up to 31 July (the rest is missing), then the produced file should have and end date of 31 July (at the moment the end date is 31 Dec).
