Summary mass balance table labelling

The break up for link ins and outs is incorrect in the XXXX_h20_table.txt. The summary shows a link 'system' losses only (net evap), and has 0 ML for link 'system' inflows. An easy fix would be to get rid of the system inflows and rename the outflows so its clear its a net figure. Ideally though it would be good to have the split available. In the national water accounts where IQQM inputs will be significantly required, the standards won't allow offsetting of any data, and it would be good not to have to estimate all these calcs manually (i.e. this would apply to all outputs of net evap).
