Convert hydstra to IQQM

We need a 'use all apart from data coded 255' button.

The ridiculous quality codes hydstra use mean you continually have to check the files to make sure you havent missed anything in conversion. The site at narrandera currently has about 20 different codes used.

Its not efficient to remember every time you have re-installed IQQM , that you have to update all your hydstra codes (theres not an easy way to get the codes used either apart from scrolling through the file and writing them down). I am sure not many people actually use the code specification as it was anticipated anyway. Given some of the codes in Hydstra its often difficult to work out if you should accept the data. At least any easier option would be an 'option' to take all data if you wish at your own risk would be better than the current means of achieving this.
